Chief Secretary issues order allowing Group-A posts to be recommended to UPSC
The Haryana government, under the leadership of Chief Secretary Sanjeev Kaushal, has issued an order declaring that Group-A posts are now eligible for recommendation to the Union Public Service Commission (UPSC) for selection to the prestigious Indian Administrative Service (IAS). This move aims to broaden the pool of candidates who can be considered for top administrative positions in the state.
Eligibility criteria include outstanding merit, a minimum of 8 years of service
As per the IAS (Appointment by Selection) Regulation of 1997, the eligibility criteria for candidates includes possessing outstanding merit and ability and holding a gazetted post in a substantive capacity in connection with the affairs of the state. Additionally, the officer should have completed at least 8 years of continuous service on any post equivalent to deputy collector, indicating a high level of experience and competence.
Excludes police, forest, and judicial services, as well as autonomous bodies
While the Group-A posts eligible for UPSC recommendation include those filled by appointment or promotion from the feeder posts recruited through the Haryana Civil Services (Executive Branch) and Allied and other Services Common/Combined Examinations, certain categories are excluded. These include police, forest, and judicial services, as well as boards, corporations, and other autonomous bodies that do not fall under the definition of government departments.
Committee to consider candidates not exceeding five times the number of vacancies
The Haryana government has laid out a limit on the number of candidates to be proposed for consideration by the committee. According to the IAS (Appointment by Selection) Regulation, the number of persons proposed for consideration shall not exceed five times the number of vacancies. This ensures a fair and balanced selection process, taking into account the available opportunities.
