PM Modi emphasized that despite the challenges posed by the COVID-19 pandemic, India has emerged as the world's third-largest startup ecosystem. He stated that the last-mile delivery of government initiatives is the deciding factor for their success. He highlighted the government's vision of serving everyone by efficiently utilizing time and resources, with a focus on putting the nation and citizens first.
Recognition for Excellence in Public Administration
PM Modi conferred the Prime Minister's Awards for Excellence in Public Administration during the event. These awards recognize the extraordinary and innovative work done by districts and organizations of the Central and State Governments for the welfare of common citizens. The PM Gati Shakti national master plan initiative, launched in October 2021 for integrated and planned development of critical infrastructure projects to reduce logistics costs, was among the initiatives that received the award for excellence in public administration-2022.

Sardar Vallabhbhai Patel had acknowledged civil servants as the "steel frame of India" in his inspirational speech. On National Civil Services Day, the government evaluates the work of various departments and presents awards to recognize the contributions of civil servants towards nation-building.
